In fact, these people are street artists so to say than beggar! Such acts are not considered as begging. Either you go to a theater see the performance- you may certain amount; or you are entertained on the street any pay the amount you like. So, I would say this act as a street performance than a begging. Well, Rajendraji, perhaps you can correct it. It is just my opinion, as I am not 100% sure. Or, cross check with your German colleagues- Highlander
