Marvellous Mosque going to be built in Cologne, Germany

The biggest mosque in Germany is going to be constructed in Cologne. The city office on Thursday decided to let the construction on the proposed site since long controversy whether to allow to construct or not.

The structure will cost between €15 billion and €20 billion, financed by private donations from more than 800 groups in Germany. Construction will be completed in 2010 by the locally based Turkish-Islamic Union for Religious Affairs (DITIB), which has close ties to Ankara.

The mosque, designed by German architects Paul and Gottfried Böhm, will be a domed building with glass walls and two minarets. The minarets will be 180 feet tall, one-third the height of the towers of the Cologne Cathedral. The mosque will also be flanked by tall office buildings. DITIB has agreed not to broadcast the call to prayer over loudspeakers.

Request for contribution to Koshi Flood victims (Nepal)

The biggest river of Nepal, the Koshi, has been flooding since few days. The Koshi barrage and enbankment was constructed by the Indian Government after the ill famed "Koshi Treaty" of 2016 B.S. The treaty was signed at the time of Matrika Prasad Koirala (PM of Nepal) and Jawaharlal Nehru (Prime minister of India).


The treaty was very imbalanced one. India had constructed big dam in Near near to the border of Nepal and India. And, almost all the water has been driven away to the Bihar state of India. If soft hearted and true nationalist nepalese stand at the place of Koshi barrage and sees the division of water to India and Nepal, he starts to cry. His or her blood starts boiling. And, he thinks to fight against this treaty and the people who signed it.

The maintenance and operation of all the dams and barrages is under the responsibilities of Indian government, but they never think to maintain it. So, every year the Koshi use to flood in Nepalese parts leaving thousands of people homeless and helpless.

This year devastation occurs when the river broke the Koshi Bank. In lack of regular inspection and maintenance, the river broke the easter bank and flooded to hundreds of villages killing many people. Billions of properties have already been sunk.

So, in this difficult period, our government itself is unable to rescue the larger number of people. Hence, we like to request all to contribute positively in the rescue and rehabilitation operation of Koshi flood victims. We as the member of Goettingeli Nepalese Samaj attempts to join our hands to help them. So, we, eventhough all of us are students and living with hardship, would like to establish small funds (expected 100 to 200 euro) to help the needy people. We would like to request you all for the positive contribution. If anyone like to contribute, he can contact to us.

We had contributed 200 Euro (20€ from each Nepalese family living in Goettingen) to the victims of same Koshi River last year also.

Arjun Basnet showed mixed result in Olympic Marathon

Our Athletics Marathon runner Arjun Bahadur Basnet from Nepalese Army showed mixed result in the today's Marathon. He broke his personal record of 2:23:09 hours. He got 45th place out of more than 100 runners.

He was just 16:37 minutes slower than Gold medalist WANSIRU Samuel Kamau
from Kenya. He won the gold medal with Olympic record. Morocco and Ethiopia won the Silver and Bronze.

He left behind many atheletes from developed countries such as Qatar, Spain, Japan and so many other. Many players from Africa and Europe even couldnot complete the run.

We have to respect his improvement and wish for his better future.
We are the South Asian Record Holder in Men' Marathon. Our brilliant Baikuntha Manandhar had set us the South Asian Countries (SAARC) records with 2:15:06 hours timing. Read more...

First South Asian to win The OLYMPIC TAEKWONDO Medal

I was expecting to write it in favour of our Taekwondo Ace DEEPAK BISTA. But, unfortunately he couldnot win the medal however our SAARC member country AFGHANISTAN won first Olympic medal in Taekwondo. He defeated players from Germany, England and the Spain to win the Bronze medal.

This is the historic day in the sport history of Afghanistan, and Afghanistani people showed that they have glittering future despite of war and internal conflicts.

When Babu Ram Bhattarai made history by topping in SLC board from outside valley in 2027 B.S., on the same year Prachanda passed the same SLC exam with just second division.


Always, the good grader in exams doesnot mean that he has the better capacity than poor marker in the class. When the second division holder in the same exam is rulling the country as the state head, the board first student Dr. Babu Ram Bhattarai, is assisting him as the finance minister.

So, getting good grade and position is one thing and working or managing the problems is another. That can be seen also by the present portfolios of Prachanda and Dr. Bhattarai.

He is the only one prime minister who dared to visit China, even after the oppose from Indian government. Who is Indian Government to dictate us to visit or not to visit some country! Why do they dare to say that "the prime minister" should visit India at the first. We are sovereign country and as the government head, our prime minister has right to say that I will visit the country of my choice whenever I like.
I like the courage shown by Maoist and Prachanda to visit China rather than India. In China, he will certainly find platform to stand shoulder to shoulder to world leader. Great going! Keep up firmly stand against Indian imperialism.

Deepak Bista lost to former Olympic champ

Our medal hope in Taekwondo, Deepak Bista lost to former Olympic gold medalist and reigning world champion Saei Hadi from Iran. Bista couldnot get any point where as Hadi got 7 points. So, our dream has been shattered with the loss of Deepak.
Deepak showed resistance in the round won, in which round he loss 1-0, then other two rounds, he couldnot balance and lost 3-0, 3-0. In total,he lost 7-0 to him.

Finally SAE HADI won the Olympic Gold medal in this event by defeating Sarmient Mauro of Italy.

Deepak got chance to fight with Chinese Zho Ghou for bronze. And, in this game also he lost 2-6 with him.

Deepak Bista draws tough opponent

Medal hopeful Nepali taekwondo player Deepak Bista was drawn against Iranian player Hadi Saei in the Welterweight category first-round bout at the Beijing Olympics.At the draw ceremony today, Bista drew the two-time Olympian Hadi in the round of 16 bout slated for August 22. Hadi is the same opponent who defeated Bistain the semi-finals of the WTF Asian Qualifying Tournament for the 2008 Beijing Olympics, where the Nepali player was named the best fighter of the tournament.Hadi went on to win the gold in Vietnam in November last year, while Bista bagged bronze beating a Syrian opponent to qualify for the Olympics. Bista, only the second Nepali player to qualify for the Olympics after Sangina Baidhya (2002 Athens), finished 17th in the World Championship in Beijing last year and was fifth in the Asian Championships in Zhengzhou earlier this year.Hadi, the Featherweight gold medallist at the 2004 Athens Olympic Games and bronze medallist at the 2000 Sydney Olympics, is the seven-time World champion. The Irani won the best player award by the international taekwondo body recently.Hadi also won the Lightweight gold at the 2002 Busan Asian Games and bronze in the 2006 Doha Asiad. In Asian Championships, he bagged gold medal in 2006 in Bangkok and silver in 2002 in Amman.If Bista wins the first-round match against Hadi, he will play the winner of the match between Honduras’ Miguel Ferrera Rodriguez China’s Guo Zhu in the quarter-finals.

Our minister ! their minister!!

Politicians are almost the same in some characteristics irrespective of their countries. I have found quite similar examples between Education minister of Nepal (least developed country) and Education minister of Germany. Our E minister Pradeep Nepal, did not feel shy to visit Olympic game (China) with his wife, even after his resignation from Government, and also the Education minister of Germany Mrs.Annette Schavan did the same expense to visit Jurich on the Government expense just to get interview with newspaper.
The story flows as follows:

German Education Minister Annette Schavan is being criticized for taking a military helicopter flight costing €26,500 to travel from Stuttgart to Zurich to give a newspaper interview and hold a speech. A scheduled flight would have cost €329.
German Education Minister Annette Schavan has been criticized by opposition politicians after a newspaper reported that she used a government helicopter rather than taking a far cheaper ordinary flight to get to an appointment.
A spokeswoman for Schavan on Monday defended her decision to take the €26,500 helicopter flight to cover the 146 kilometer distance from the city of Stuttgart in southwestern Germany to Zurich in Switzerland, where she was due to be interviewed by a newspaper and hold a speech. A scheduled flight would have cost €329.
"The minister didn't have any alternative other than the air force standby service to make her appointment in time," said the education ministry spokeswoman. The appointments were "important and had to be reached punctually."
The report in Bild am Sonntag newspaper on Sunday sparked criticism that Schavan had wasted taxpayers' money.
A senior member of the opposition Green Party, Undine Kurth, said: "The air force standby service is a good way to transport government members to important meetings in exceptional circumstances." A newspaper interview and a speech were not important enough for air force transport to be used, said Kurth, adding that alternative modes of transport could have been arranged.
Bernhard Gertz, the chairman of the German Army Federation, a kind of trade union for the armed forces, also criticized Schavan. "A one-hour flight with a Cougar helicopter costs around €5,300. If our politicians take these flights to hold speeches, these costs should be born by the government's budget rather than the armed forces budget," said Gertz. The military urgently need the funds for other uses, for example to provide helicopters for its Afghanistan mission, he added. Bild am Sonntag reported that the helicopter with its crew of three had to fly across Germany from Berlin to Stuttgart to pick up Schavan. Members of Schavan's party, the conservative Christian Democrats of Chancellor Angela Merkel, defended the minister.

But Phelps had to survive a big scare from unheralded Serbian Milorad Cavic to do it. Phelps won in an Olympic record time of 50.58, to take his gold medal tally to seven, but by the slimmest of margins - 0.01 seconds. He had a huge battle on his hands after Cavic touched first on the 50m mark at 0.09sec under the world record. Phelps and Cavic battled it out in the last 50m. A monumental upset looked to be approaching - until Phelps dug deep and out-touched Cavic on the wall.

Once one the richest country in Africa, Zimbabwe, lost all its infrastructure and prosperity. So, the country is always above than everything irrespective of how bad are its rulers to them. This is the example set by Kirsty. My salutation goes to her for this. Maoist Supremo, Prachanda (Alias! Pushpa Kamal Dahal) won the election in Nepalese Parliament to be the first elected Prime minister of Republic Nepal. He got 464 (>80%) CA members votes whereas his opponent, three times former Prime minister of Nepal, Sher Bahadur Deuba (from Nepali Congress) got meager 113 votes. The "Sher" meaning the "Lion" mewed after his defeat!
Prachanda the former rebellion leader, may be the first rebellion leader in the world who won the election to be the head of state. Congratulation to him and best wishes for his tenure!

Poor Governmental Website in Nepal

At present age of information technology, the roles being played by internet and website are quite important. Every sector and every people in developed country has been attached with the internet. Since few years the Nepalese people are also getting benefit with the development of internet services inside country. Increasing number of Cyber cafes has been playing vital roles to popularize (or let's say to familiarize) about internet facilities among Nepalese. None, however there is mushrooming organization from governmental and non governmental sectors involvement, played the expected roles to improve the situation. The development of IT inside country is solely due to the efforts from people. The government and so called NGOs and Commission are doing nothing except lip service.
Nowadays, almost all ministries, all departments have opened up their websites. The education ministry, Forest and soil conservation ministry, and all have their own sites. Almost all departments, Commissions, Municipalities are proud to say that they have their own sites and
they use to request people to be benefited by their websites. They also do not forget to claim that these sites are regularly updated and quite informative. These claims sound funny and bitter jokes!
If we visits the websites operated by Governmental agencies in Nepal, then we wi
ll find very old and outdated information. Generally they update only the name of their departmental chief. No other information they like to update. If we try to find the recent information, then it is impossible to find it through these websites. The person who can update the name of changed Director General or Chiefs also could change the outdated information or put useable information to public.
It sounds quite strange. Every department, every ministries belongs almost all facilities required for sound operation of their websites. They have computer officer, computer, software, budgets, skilled man power, almost all essentials but no one is taking responsibility to update their websites. Every department has so called talented, most understood IT personnel, self claimed development agents, but......... .they never cared to update their websites.
For example, when we surf the website of Department of Forests, Department of Forest Research and Survey, Department of National Parks and Wildlife Conservation and Department of Soil and Watershed Conservation etc, it looks like the bitter jokes. With their websites, people can get no infor
mation useful to them. Who cares about who is in which position! Only the name of their employees, their position and place which is also quite old and stale, will never be the interests of general people in most cases. Still the website of ministry of Education and Culture proudly announce that they are under the His Majesty’s Government even after the proclamation of Republic Nepal two years back.

These mistakes are not due to that they do not have information to share. Also the motive “No extra money: No work” has tremendously worked behind it. They have much information useful to citizens, researchers and other concerned people. Let's talk about the Department of Forests as the example; they have many things to be done via. their website. They have quite good database about Community Forest User Groups, Leasehold Forest Groups and such others. They have also the data regarding the sale of Timber and Non Timber Forest Products. The royalties collected the annual budgets of department, the annual and quarterly progress report of departments, everything could be shared and these information really values to people. District wise data base could be kept into it.

Moreover, if wanted from the heart, the ThekkaPatta (Contracts) etc could be run fairly thorough its websites. We have experienced that during the sale of timber or during such other contract (eg Ration / construction) etc., the field level offices have been facing real difficulties to bear threatening from hooligans. The muscle man used to stop other people from buying and tendering the forms. The illegal nexus of muscle and power broker poses life threats to the district officers who want to smooth operation of it. These kinds of nexus can be broken if we rightly utilize the departmental website. The official can provide the tender form to the website, and during collection of website, the royalties charge should be asked to submit. But, who cares about the benefit of the government and departments since it provides no benefits to them, and there is no real recognition for those who wants work hard and for the benefit of the nation.

All these are just the examples of carelessness and poses vision of possibilities for improvement. All the departments have all the facilities and allocated budget to improve this but who cares for it ...........? ! Which responsible officers like to make it working since it is not benefiting them personally.. .......?! Anyone who likes to check it can surf:

We request all to take prompt action to regularly update their sites. If not possible, then it is better not to have rather than having funniest and insulting information which will allow others to make fun about you and us.

Today, Prachanda with the support from UML and Madhesi Janadhikar Forum has filed his candidature for PM whereas former PM Sher Bahadur Deuba has filed for the post from Nepali Congress. Twelth gold for Golden Boy Michael Phelps!

When hundreds of countries are looking for a single bronze medal in their Olympic mission, the 23 years young Amerincan, Michael Phelps, has already won record 11 Gold medals in the Olympic. The Golden Boy, Phelps, has already won the 6 Gold medals in the Beijing Olympic. All these five gold medals that he won in this Olympic were with setting World records in their respective event. What a marvellous and wonderful man is he! We salute you Phelps!! In the whole Olympic history of India (with 1.1 Billion population), they have won only 9 gold medals (8 in hockey and 1 in shooting this year), this boy alone surpassed their Olympic medal tallies.
The formidable US 4 x 200m Freestyle Relay team of Michael Phelps, Ryan Lochte, Ricky Berens and Peter Vanderkaay took Olympic gold with a breathtaking time of 6:58.56 over silver medalist Russia. Australia took the bronze. The US quartet also set a new world record with their win, shaving an unbelievable 4.68 seconds off the previous one, also owned by the Americans. Phelps, who won the gold medal in the 200m Freestyle on Tuesday, swam a strong lead-off leg well under the world-record split, giving the US team a comfortable lead. Vanderkaay, who was the bronze medal winner of the 200m Freestyle, swam the anchor leg to secure the gold.
This is Phelps' Sixth gold in Beijing and 11th overall. He is targeting 8 Gold medals in this Olympic to break the previous Olympic record of 7 Golds set by Mark Spitz of the USA.

First word that my daughter learned!

Aarju is our six month old daughters who was born on 29 December, 2007, in Goettingen, Germany. She has started to speak since few days. Generally, children use to speak easy words in the beginning mostly Ba..ba. But, it is quite interesting to our daughter case. Instead of choosing easy words, she started to speak by calling her mothers name which is little bit difficult for her age. Aasha.....sometimes, she says Aasha clearly and sometimes Aa..ata. It is quity funny and peculiar because only me in the house use to call her mother Aasha. And, the baby is so keen to pick up this word. The children is quite eager and faster in learning words. We can clearly hear the words in the movie below:

The American EDV results announced

The Kentucky Consular Center in Williamsburg, Kentucky has registered and notified the winners of the DV-2008 diversity lottery. The diversity lottery was conducted under the terms of section 203(c) of the Immigration and Nationality Act and makes available 50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States. Approximately 96,000 applicants have been registered and notified and may now make an application for an immigrant visa. Since it is likely that some of the first *50,000 persons registered will not pursue their cases to visa issuance, this larger figure should insure that all DV-2008 numbers will be used during fiscal year 2008 (October 1, 2007 until September 30, 2008).
-2562 people from Nepal have won the EDV lottery 2008. It is the second largest numbers comes after Bangladesh (5983) in Asia. The largest number of EDV lottery winners come from Nigeria (8773). Even 1462 people from Germany, 382 from Japan, 58 from Denmark, 603 from France, 123 from Netherlands, 132 from Switzerland has won the EDV lotteries this year. The figure shows the big charming for American EDV lottery or American citizenship not only from developing countries but also from developed countries in the world.

The meaning of five rings in Olympic Flag

"These five rings -- blue, yellow, black, green and red -- represent the five parts of the world now encompassed by Olympism and ready to compete against each other. Moreover, the six colours (including the white background) thus combined represent those of all nations, without exception. The blue and yellow of Sweden, the blue and white of Greece, the French, English, American, German, Belgian, Italian and Hungarian tricolours, the yellow and red of Spain are side by side with the new Brazilian and Australian flags, the old Japan and the new China. It is a true international emblem."
As an image of Olympism, Coubertin (the founder of modern Olympic) thought the rings had deep significance: that of the union between men. He multiplied the image to create a total of five rings. He designed and commissioned the Olympic flag to mark the 20th anniversary of the IOC's founding, on 23rd June 1914 in Paris. Coubertin never said nor wrote that he saw a link between the colours of the rings and the continents. For him, the five rings represented the union of the five continents, but the colours were merely those that appeared in all the different national flags at the time.

China is leading the medal tally

Until today's morning, China has the most Gold medal in the Olympic-2008. China has already won 5 gold medals, whereas the USA has won 2 gold medals. Altogether 11 countries (China, the USA (2), S.Korea(3), Czech, Romania, Spain, the Netherlands, Thailand, Great Britain, Japan and Australia) have won the gold medals, whereas 21 countries have won either gold or silver medals.
All together 30 countries succeeded to put their names in winning medal tallies. None of south Asian countries won any medals until now. Also, Germany has just won few bronzes till now. We hope that Germany could win many medals and stand 3 or 4 positions in overall list.

Indian clout in Nepal

Nepal being a landlocked country of huge geo-strategic importance, India has all through its post-independence days tried to establish its strong clout, and even hegemony, upon this country.
India's interests in Nepal became obvious the day it signed the unequal 1950 Indo-Nepal Peace and Friendship Treaty. Even after signing the Treaty, India wanted to establish a deeper clout in Nepal. It was New Delhi that inspired the NC to launch the 1950 insurrection movement to overthrow the autocratic Rana regime. For an entire decade following the abolishment of the Rana regime, India meddled in Nepal's domestic politics, covertly or overtly.
This phase was erroneously believed to have come to an end in 1960 when King Mahendra took the fatal step of disbanding parliamentary system on the plea of the parties of all shades playing second fiddle to New Delhi.
But the partyless panchayat system, highly hyped up as being of a nationalist character, too, was brought to its end after 30 years by the NC through a popular uprising that was perceptibly encouraged by various Indian political quarters.
Meanwhile, even after the post-1990 uprising, various governments could not escape the coercion and persuasion from New Delhi. The NC-led government at the initial period of 1990s and the subsequent Government of the CPN-UML were also not immune from India's influence. The latter even agreed to the controversial and pro-India Mahakali River Project agreement.
In the meantime, government of Rightists parties such as that of the Rashtriya Prajatantrik Party of the pro-India Surya Bahadur Thapa also came under India's influence in one way or the other.
In between all this, the Royal Palace Massacre took place in 2001 which is also largely believed to be the outcome of King Birendra's disapproval of the duplicitous Finance Bill which was essentially purported to grant citizenship to aliens. King Birendra, his entire family and all of his nearest relatives except the family of his brother Gyanendra, who latter succeeded him, were killed in the incident. Gyanendra, who ruled for four years, was also put under pressure to quit by Indian quarters.
Prior to that, as a Kathmandu correspondent has stated in the Naya Patrika, around 4,000,000 Indian nationals were given Nepali citizenship certificates in a deceitful manner. That was at the time of the post-1990 uprising when the popular political parties led the government. Far back during the Panchayat rule, the totalitarian government also granted citizenship certificates to 1600,000 Indian nationals on the eve of the so-called National Referendum on Panchayat vs multi-party System.
After Gyanendra's renouncing of all state power, the three main political parties in the Seven-Party Alliance (SPA) have repeatedly come under Indian pressures or persuasions, and India has continued its policy of influencing Nepali policies till date.
Despite its claim of practicing a non-aligned foreign policy, the Indian government has,however, departed from the tenets of that policy in its dealings with Nepal. The reason for this is not far to seek, either. For one thing, India is quite susceptible to China's close geographical link with Nepal.
New Delhi is ever watchful of what Beijing does in Nepal. It's at this point that the US sees its common interest with India in Nepal. The duo perceive their interests in keeping Nepal as far away as possible from China, thereby adversely impacting the bilateral dealing of Nepal and China. Washington is believed to have given a green signal to New Delhi to do whatever is needed to keep China and Nepal at a maximum possible distance from each other.
The other vital factor behind New Delhi's high-handed policy towards Nepal is to be traced in its efforts towards silencing the Nepali voice of criticism against India's encroachment of Nepal's territorial areas at various points all along the country's southern border. India, according to cadastral expert Buddhinarayan Shrestha, has already occupied Nepali territory at various points in the Indo-Nepal border on a mind-boggling scale. Meanwhile, India also has its interest to enhance its markets in Nepal. With over 25,000,000 population, the Himalayan country holds for Indian industries a sizeable market of their own.
It is out of such considerations that the Indian government wants to have its permanent influence over Nepal. And to further its interest, India has been time and again pulling its strings on the two political parties, the NC and the CPN-UML.
Apart from lending a moral support to Rightist parties like the NPP of Surya Bahadur Thapa, New Delhi has also assisted the extreme Left force like the CPN-Maoist. India resorts to the practice of lending support to Nepal's political parties or withdrawing from it as and when it suits its hegemonistic policy towards Nepal.
Worse yet, New Delhi has also been handling various sectors of ethnic Madhesi parties of tropical Tarai belt to further India's design against Nepal. The Madhesi parties operating under various banners are being manipulated by various interested quarters in New Delhi as well as those from elsewhere in India.

'अरू भए बहुलाउँथे'

राष्ट्रपतिको निर्वाचनअघि र पछिको राजनीतिमा के भिन्नता पाउनुभयो?
हामी सहमतिबाट सङ्ख्यातर्फ गयौँ। मावादीले विचारको अघि बढ्ने कुरा तोडेकाले यस्तो भएको हो। राजनीतिमा सदाको शत्रु र सदाको मित्र कोही हुँदैन। समयक्रममा समीकरण बदलिन सक्छ। मावादीले एउटा ठूलो अवसर गुमाए।
सरकार निर्माणमा सहमति हुन्छ? संविधान निर्माण सबैको साझ्ा प्रतिबद्धता हो। जस्तै कटुता भए पनि कुनै पनि दल जनता र परिवर्तनको विपक्षमा जान सक्दैन। सरकार सञ्चालनमा मिलेसम्म मिल्छौँ, नमिले अलग्गिन्छौँ। तर संविधान निर्माणमा एकै ठाउँमा नआई सुख छैन। सरकारको बारेमा मावादीको कोसँग विश्वास र विचार मिल्छ उसैले जान्ने हो।
मावादीले त विभिन्न शर्तहरु अगाडि सारेको छ नि?
मावादी सरकारमा जान आतुरता देखाउँदै १० थरी प्रस्ताव राख्छ, जान्न पनि भन्छ! तिनमा सत्तामोह कति छ, सबैलाई थाहा छ। मावादीको कुराबाट तर्सनुपर्ने कुनै कारण छैन। नेपाली जनताले ज्ञानेन्द्रको दादागिरी त सहेनन् भने पुष्पकमलको किन सहन्छन्? तीन पार्टीको गठबन्धन अप्राकृतिक र अस्वाभाविक होइन, मावादी व्यवहारको स्वाभाविक परिणाम हो। यो टुट्दैन, अगाडि बढ्छ र अरू पनि सामेल हुन सक्छन्। मावादी पनि आए हुन्छ।
राष्ट्रिय राजनीतिमा तपाईंहरुको पार्टीको भूमिका हराउँदै गएको हो?
होइन, त्यसलाई क्यापिटलाइज गर्न नसकिएको हो। मुलुकको राजनीतिको सैद्धान्तिक पक्षमा एमालेको नेतृत्व स्थापित छ। लोकतान्त्रिक गणतन्त्रको मुद्दा पहिलो पटक एमालेले नै ल्याएको हो, २०६२ साउनमा। त्यतिबेला अस्पष्ट रहेको मावादीले असोजमा मात्रै निर्णय गर्‍यो। काङ्ग्रेसलाई पनि यो धारमा हामीले नै ल्याएका हौँ। सेनाको घेराबन्दीबीच बुटवलबाट शुरु भएको एमालेको अभियानले देशभर आन्दोलनको लहर ल्यायो। अहिलेको राष्ट्रिय कार्यभार राज्य पुनर्संरचना, समावेशी लोकतन्त्र र सामाजिक-आर्थिक रुपान्तरण मदन भण्डारीको नेतृत्वमा हामीले विकास गरेको बहुदलीय जनवादबाटै सम्भव छ। क्रान्तिकारी परिवर्तनकामी जनता मावादी एकदलीय उग्रवामपन्थी धारमा छैनन्, न काङ्ग्रेसको यथास्थितिवादी प्रजातन्त्रको पक्षमा छन्। एमालेको वास्तविक र गतिशील लोकतन्त्रबाटै प्रगतिशील परिवर्तन सम्भव छ।
राष्ट्रपतिमा तपाईंको नाम पार्टीमा कायम सत्तालिप्साको कारण आएको हो?
मलाई त्यस्तो लाग्दैन। पहिलो, व्यक्तिको मूल्याङ्कनको कुरा हो। दोस्रो, मुलुकलाई केही गरौं भन्ने भावना। दुई पार्टीबीच सम्बन्ध र विश्व्ाास बढ्ने, मुलुकलाई परिवर्तन गर्न सकिने, संविधान निर्माणमा सहयोगी हुने भनेरै पार्टीले त्यस्तो सोचेको हो। कतिपयले पार्टीको सक्रिय राजनीतिबाट अलग गर्ने षड्यन्त्र भने पनि मलाई त्यस्तो लाग्दैन।
मावादीसँगै राष्ट्रपति निर्वाचनको गठबन्धन गर्न कसरी पुग्नुभयो?
चुनावको पाटो समाप्त भएपछि हामीले राष्ट्रिय चुनौती सामना गर्न मावादीको उग्रवामपन्थी घेराभित्र नपर्ने तथा काङ्ग्रेसको यथास्थितिवाद र कुशासनको चक्रव्यूहबाट मुलुकलाई मुक्त गर्ने कार्यनीति बनायौंर सबैको साथ लिएर वामपन्थीहरूको नेतृत्वमा अघि बढ्न खोज्यौँ। मावादीको हामी नै पर्याप्त छौँ, अरूलाई किन साथ लिने भन्ने अधिनायकवादी र सर्वसत्तावादी सोच थियोतापनि अरूलाई सँगै लैजानुपर्नेमा उनीहरूसँग लामै कुरा भयो। तर अन्तिममा धोका भयो।
तपाईंहरुको गठबन्धनले काङ्ग्रेसलाई एक्ल्याउन खोजेको हैन र?
होइन।मैले पुष्पकमल दाहाललाई प्रस्टै भनेको थिएँ― ६० वर्षदेखि नेपालको राजनीतिमा क्रियाशील र स्थापित शक्तिलाई सङ्क्रमणकालको यो चरणमा माइनस गर्ने गल्ती गर्नुहुन्न, तर सधँैभरी काङ्ग्रेसको नेतृत्व नै चाहिने मानसिकताबाट पनि मुक्त हुनुपर्छ। वैशाली होटलमा मावादीसँग वार्ता हुँदा गिरिजाबाबुले फोन गरेर शेरबहादुर र रामशरण महतले भेट्छन् भन्नुभयो। शेरबहादुरले आफ्नै घरमा बोलाएपछि म र अमृत बोहरा गयौँ। उहाँले मलाई राष्ट्रपतिमा गिरिजाबाबुका लागि प्लिड गरिदिनुपर्‍यो भन्नुभयो। म त स्तब्ध भएँ। मैले त माधवजी अब तपाईंको काँधमा जिम्मेवारी आयो भन्ने सन्देश पठाउनुभएको होला भन्ठानेको थिएँ।
गिरिजाप्रसादलाई राष्ट्रपति बनाउन एमाले किन तयार नभएको नि?
मावादी काङ्ग्रेसलाई राष्ट्रपतिमा स्वीकार्ने पक्षमा थिएन। यसको अर्को पाटो पनि थियो― काङ्ग्रेसले आजसम्म मुलुकलाई योग्य नेतृत्व दिन सकेन। आन्दोलन, सङ्क्रमणकाल, संविधान निर्माण सबै काम एउटैको नेतृत्वमा हुनुपर्छ भन्ने छैन। गिरिजाबाबुले पटक-पटक आन्दोलनपछि आफ्नो मिसन पूरा हुने र आफूलाई सत्ताको लोभ नभएको बताए पनि उहाँ नै प्रधानमन्त्री हुनुभयो। पछि चुनावपश्चात् मिसन पूरा हुन्छ भन्नुभयो, फेरि राष्ट्रपतिको इच्छा गर्नुभयो। राजा ज्ञानेन्द्रकै पालामा प्रमका लागि मलाई प्रस्ताव गरेकाले गिरिजाबाबुले आन्दोलनपछि भन्नुहोला भन्ने लागेको थियो, तर भन्नुभएन। यहाँ गुन कसैले नहेर्ने रहेछ। स्वार्थी र मतलवीकै हाईहाई हुने तथा त्याग र बलिदानको कुनै मूल्य नहुने! अब के सत्ता पाउन मैले पनि स्वार्थी र मतलबी नै हुनुपर्ने!
तपाईंलाई त पदलोलुप भन्ने आरोप लाग्छ!
आन्दोलनपछि मैले गिरिजाबाबुलाई प्रमको प्रस्ताव गरेँ। यसमा मेरो आलोचना भयो,शेरबहादुरजी समेत रिसाउनुभयो। राजाबाट शासनाधिकार खोसेको दुई दिनसम्म प्रमको नाम तय नहुँदा नकारात्मक सन्देश जाने भएकाले उहाँलाई प्रस्ताव गरेको र आफू पदको लागि आतुर छैन भन्ने सन्देश दिएको थिएँ। राजा ज्ञानेन्द्रले लोकेन्द्रबहादुर चन्दलाई प्रम बनाउनुअघि मलाई प्रस्ताव गरेका थिए। समाचारपत्रका पुष्करलाल श्रेष्ठ घरमै आएर जवाफ खोज्नुभएको थियो, हुन्न भनेर पठाएँ। त्यसअघि सेना र राजाको एडीसीमार्फत पनि प्रस्ताव आएको थियो। अहिले पनि साथीहरूबाट दबाब आएपछि राष्ट्रपतिका बारेमा नबोलेको हुँ, तर मावादीप्रति विश्वास थिएन। मैले पार्टीमा राष्ट्रपतिको चक्करमा फस्दिनँ जनतालाई भन्छु भनेँ, तर साथीहरूले यो मेरो कुरा मात्र नभई देश, पार्टी र समयको माग हो भनेपछि चुप लाग्नु पर्‍यो। ब्राजिल जानुअघि राष्ट्रपतिमा अकारण नाम लिएर मेरो चरित्रहत्या नगर्नुस् भन्ने सन्देश चाहिँ दिएर गएको थिएँ। पदको मोह भएको भए यहीँ ढुकेर बस्थेँ।
तपाईंको योग्यता नपुगेको हो?
जिम्मेवारी पाउँदा मुलुक हाँक्न सक्छु भन्ने आत्मविश्वास छ। २०३२ सालदेखि पार्टीको पोलिटव्युरोमा रहेर राजनीतिका धेरै उतारचढाव देखेको छु। धेरै राजनीतिक प्रक्रियामा संलग्न छु। अहिले पनि राजनीतिबाट सन्न्यास लिएको छैन। मेरो सक्रियतालाई कसैले रोक्न सक्दैन। तर निष्ठाको राजनीति गर्छु, एउटा दायराभित्र बस्छु, आफ्नो अडानमा सम्झौता गर्दिनँ, सत्ताकै लागि षड्यन्त्र, फट्याइँ र जालसाजी गर्दिनँ। जेठमा चुनाव गर्न नसके राजिनामा दिनुपर्छ भने बमोजिम गिरिजाबाबुलाई भनेँ, “तपाईं छाड्नुस्, मुलुकमा अरू पनि छन्, तिनले गर्छन्।” त्यतिबेला मावादीले उहाँलाई साथ दिए। पछि असोजमा मलाई फकाउन खोजे, मैले मानिनँ। किनभने जिम्मेवारी पूरा गर्ने मौका दिनुपर्छ भन्ने मेरो मान्यता थियो। २०५९ सालमा गिरिजाबाबुको निवासमा मलाई प्रम बनाउने कुरा हुँदा चक्रप्रसाद वास्तोलाले प्रतिनिधिसभा पुनर्स्थापनाको शर्त राख्नुभयो। मैले स्वीकार गरिनँ, किनभने त्यतिबेला पुनर्स्थापनाको सम्बन्धमा हाम्रो पार्टी तयार भइसकेको थिएन।
दुई-दुई ठाउँबाट हारेको भएर राष्ट्रपति स्वीकार्न गाह्रो भएको हो त?
चुनावको जीत-हारले महासचिव पदबाट राजिनामा दिन आवश्यक थिएन भन्ने पुष्पकमल र उनका हितैषीहरू हामीलाई हरूवा भनेर सार्वजनिक अपमान गर्छन्। कस्तो द्वैध चरित्र हो यो? २०४८ सालको चुनावमा हामीले कृष्णप्रसाद भट्टराईलाई हरायौँ, तर हरूवा भनेनौँ। २०५१ मा काङ्ग्रेसलाई हरायौँ, अपमान गरेनौँ। तर मावादीले एकपटक चुनाव जित्दा तलदेखि माथिसम्म अपमान गरेका छन्। मेरो स्वाभिमानमाथि हमला गरेका छन्। अरू भए बहुलाउँथे।
राष्ट्रपतिमा तपाईंको नाम कसरी अगाडि आयो?
मावादीले गिरिजाप्रसादलाई स्वीकार नगर्ने बताएपछि साथीहरूले तपाईंले किन आँट नगर्ने भन्न थाल्नुभयो। वामपन्थी नेतृत्वको तर्क गरियो। मैले जानु ठीक हुँदैन भने पनि उहाँहरूले गिरिजाप्रसादपछिको व्यक्तित्व तपार्इं नै हो भन्न थाल्नुभयो। यो मुलुकमा गिरिजाप्रसाद कोइरालाले प्रमुख हुन पाउने हो भने माधव नेपालले किन नपाउने भन्ने प्रश्न पनि छ। भूमिकाकै कुरा गर्दा कसैले भन्न सक्छ, शान्तिप्रक्रियालाई यहाँसम्म ल्याउन वा लोकतान्त्रिक गणतन्त्र स्थापना गर्न मेरो भूमिका छैन भनेर?
तर तपाईं अस्वीकार्य हुनुभयोनि त!
कतिको खेती नै भएको छ, मेरो चरित्रहत्या गर्ने। फोहोर चलायो गन्ध भनेर, प्रतिवाद गरेको छैन। मैले नैतिकताको आधारमा राजिनामा दिएँ। नैतिकताकै आधारमा २६ जनामा मनोनीत हुन र संविधान मस्यौदा कमिटिको संयोजक बन्न अस्वीकार गरेँ। तर चरित्रहत्या गर्नेहरूको आँखा यसतर्फ नपुगेको देख्दा अचम्म लाग्छ। जसले राजद्रोहको आरोप लाग्ने जोखिम मोलेर तिनलाई सधैँ साथमा ल्याउन कोशिश गर्‍यो, त्यसको चरित्रहत्या गर्न मावादी कति तल र्लियो, दुनियाँले देखेको छ। सोझ्ो भएर, आक्रामक नभएर, सहमति र समझ्दारी खोज्ने भएर आजसम्म धोका पाएको हो कि! मलाई त जिउँदै मार्ने काम गरियो। त्यस्ताहरूसँग अब कस्तो व्यवहार गर्ने? बेलाबेलामा दाम चढाएको कुरा पनि उछालिने गरेको छ। तत्कालीन प्रधानमन्त्री गिरिजाबाबु र सभामुख रामचन्द्रजीले चढाउनुभयो। चलन त्यही थियो, स्वाभाविक रूपमा सबैले त्यही गरे। शुभकामना दिँदा फूल दियो कि दाम चढायो भन्ने ठूलो कुरा होइन, मुख्य कुरा नीति हो। राजाको राज्यारोहण मान्नुहुन्थ्यो, हुन्थेन भन्ने प्रमुख कुरा हो।
मावादीसँग कुन तहमा सहमति भएको थियो र कसरी बदलियो?
१ साउन बिहान वामदेव गौतमसँग पुष्पकमलले मेरो नाममा सहमति जनाउनुभयो। राति ११ बजे विष्णु पौडेलले मेरो बारेमा टुङ्गो लागेको र भोलि बिहान सहमतिमा हस्ताक्षर हुने बताउनुभयो। मेरो मनमा चिसो पस्यो, दिउँसो रामराजाप्रसादले मनोनयनको कागज लगेकाले कतै चुनावमा उठाएर लडाउने त होइनन् भन्ने लाग्यो। भोलिपल्ट जब झ्लनाथजीलाई बोलाइयो, म साथीहरूसँग भन्दैथिएँ, मैले सकिनँ माफ गर्नुहोला भन्ने जवाफ आउँछ। नभन्दै झ्लनाथजीले त्यही कुरा ल्याउनुभयो।
मावादीले त गृहमन्त्रालयका कारण कुरा नमिलेको बताएको छ।
त्यस्तो शर्त थिएन। त्यस्तो थियो भने मलाई थाहै नदिई घरमा भेट्न आउने पुष्पकमल दाहालले फोनबाट भन्न सक्नु हुन्थेन र!

धोका! राष्ट्रपतिको कुरा दुई पार्टीको सम्बन्ध सुधारको परीक्षा हो भनेर मैले पुष्पकमललाई भनेको थिएँ, त्यसमा उनीहरू असफल भए। उनीहरू उपयोगितावादी राजनीतिमा छन्। दलहरूलाई सिध्याउन राजा ज्ञानेन्द्रलाई उपयोग गर्न खोजे। १९ माघअघि ज्ञानेन्द्रसँग भेट्ने तय भएको पुष्पकमलले नै बताउनुभएको छ। राजावादीहरू सच्चा देशभक्त हुन् भनी उहाँले नै भन्नुभएको हो। सेनाको घेरामा पर्दा ठूला नेताहरू निशानामा नपरुन् भन्ने निर्देशन हुन्थ्यो भनेर सैनिक अधिकारीहरूले मलाई भनेका छन्। पूर्व मावादी नेता रवीन्द्र श्रेष्ठले पनि यसलाई पुष्टि गर्नुभएको छ।
मावादी यो हदको अविश्वासी हो त?
एउटा घटना सुनाउँछु, आफैँ ठम्याउनुस्। २०६४ असोजताका मावादी मङ्सिरमा चुनाव नगराउने पक्षमा थिएर गिरिजाबाबुलाई अविश्वासको प्रस्तावबाट हटाउन खोज्दै मलाई प्रमका लागि तयार रहन भनिरहेका थिए। चुनाव गराउँछु भनेका बेला बीचमै हटाउन मिल्दैन भनेको थिएँ। यो कुरा एकताकेन्द्र मसालका महामन्त्री प्रकाशकै सामुन्ने बालुवाटारमा भएको थियो। त्यसपछि गिरिजाबाबुले माथि बोलाउनुभयो। कोठामा छिर्नेवित्तिकै पुष्पकमलले गिरिजाबाबुलाई तपाईंको कुनै विकल्प छैन भन्दा तीनछक परियो। मेरो र प्रकाशबीच हेराहेर भयो। कति अविश्वासी मान्छे! उनीसँगका यस्ता घटना धेरै छन्, पछि समयक्रममा बाहिर आउलान्। पुष्पकमल दाहाललाई या त आफू के बोलिरहेको छु भन्ने थाहा हुँदैन, या उहाँ खेलाउन सिपालु हुनुहुन्छ, या त उहाँलाई छिटो बिर्सने बिमारी वा कुरैपिच्छे प्रस्ताव राख्ने बानी छ। २०४० सालदेखि सङ्गत भए पनि मैले उहाँलाई बुझन सकिनँ। प्रचण्डपथले उहाँलाई बिगारेको छ। उहाँले पुष्पकमल दाहाल भएर आउनुपर्छ। लोकतान्त्रिक मूल्य र मान्यतालाई अवलम्वन गर्नुपर्छ। त्यसो नगरेसम्म उहाँमा सुधार आउँदैन। त्यसैले राष्ट्रपतिको प्रकरणमा पनि पटक पटक साथीहरूसँग भनेको थिएँ― के विश्वास? के विश्वास? के विश्वास?
मावादीले अवसर गुमाएकै हुन् त?
हो, गुमाएकै हुन्। हिजो पद दिने ठाउँमा रहेको मावादी आज पद लिने ठाउँमा आइपुगेको छ। राष्ट्रपतिमा हारेपछि नैतिक आधारमा सरकारमा जान्नौं भन्नु अस्वाभाविक होइन, जानुपर्छ भनेर धेरै आग्रह गर्न पनि आवश्यक छैन। सरकार बनाउन सक्छन् भने अवसर दिनुपर्छ। मावादीकै नेतृत्वमा सरकार बन्ने हो भने पनि प्रचण्ड र बाबुराम बाहेक अरू कोही अघि सरे पनि त भयो नि! रामबहादुर थापा बादल अघि बढ्न सक्नुहुन्छ। उहाँ दूतावास धाएको, जालझ्ेल गरेको, झ्ूटो बोलेको, विवादमा परेको थाहा छैन; मान्छे भद्र देखिनुहुन्छ।
तपाईं र गिरिजाप्रसाद कोइराला मूलधारको राजनीतिबाट बाहिर बस्दा शान्ति प्रक्रिया के होला?
शान्ति प्रक्रियामा प्रतिकूल असर पार्नुहुन्न। त्यसका लागि सकारात्मक भूमिका निर्वाह गर्छु। नेपालको कम्युनिज्म उग्रवामपन्थवाद होइन, त्यसैले एकदलीयता र सर्वसत्तावादको दिशामा जानुहुँदैन। आर्थिक विकासको नियममा हस्तक्षेप गर्नुहुँदैन। मैले मावादीलाई पेरु, कम्बोडियालगायत विभिन्न देशमा समयमा बुद्धि नपुर्‍याउँदा वामपन्थीहरू समाप्त भएका इतिहास पढ्न भनेको छु।

- अपांग र वृद्ध भत्ता बढाउने
- विदेशी सहयोग र अनुदान प्राथमिकताका क्षेत्रमा
नयाँ सरकारको नेतृत्व गर्ने तयारीमा रहेको माओवादीले संविधानसभामा प्रतिनिधित्व गर्ने २५ दलसमक्ष साझा न्यूनतम कार्यक्रम प्रस्ताव गरेको छ । प्रस्तावित नीति तथा कार्यक्रमलाई दलहरूको सुझाव समेटेर अन्तिम रूप दिने माओवादीले बताएको छ । सरकार गठनका लागि दलहरूबीच सहमति जुटाउन राष्ट्रपति डा. रामवरण यादवबाट आह्वान भएको चौथो दिन शनिबार माओवादीले दलहरूसमक्ष साझा कार्यक्रमको मस्यौदा पेस गरेको हो । पाँच खण्डमा विभाजित ५० बुँदे साझा कार्यक्रम मौलिकताहीन छ, जसमा अघिल्ला सरकारले नै ल्याएका धेरै परम्परागत कार्यक्रमहरूले निरन्तरता पाएका छन् । 'अघिल्लै सरकारले ल्याएका कार्यक्रमलाई केही परिमार्जित गरेर तयार पारिएको हो । तपाईंहरू सबैको सुझावपछि यसलाई पूर्णता दिइनेछ,' २५ दलको बैठकमा कार्यक्रम प्रस्तुत गर्दै माओवादी नेता डा. बाबुराम भट्टराईले भने । प्रस्तुत कार्यक्रममाथि आन्तरिक छलफल गरेर माओवादीलाई सुझाव दिने सहभागी दलहरूले जनाएका छन् । प्रस्तावित कार्यक्रममा गणतान्त्रिक मूल्य-मान्यताअनुरूप नयाँ राष्ट्रिय सुरक्षा नीति तय गर्न तथा सुरक्षा क्षेत्रको पुनर्संरचना गर्न उच्चस्तरीय सुरक्षा आयोग गठन गरिने उल्लेख छ । त्यस्तै, शान्तिकालमा सेनालाई विकास निर्माणको काममा परिचालन गर्ने नीति माओवादीले प्रस्तुत गरेको छ । मजदुर, सुकुम्बासी र गरिबीको रेखामुनि रहेका जनतालाई अत्यावश्यक वस्तुहरू सुपथ मूल्यमा वितरण गर्न 'सार्वजनिक वितरण प्रणाली' लागू गर्ने, साना किसान तथा उद्यमीहरूले लिएको निश्चित सीमासम्मको ऋण मिनाहा गर्ने, क्रान्तिकारी भूमिसुधार लागू गर्नेजस्ता कार्यक्रमहरू समेटिएका छन् । विस्तृत शान्तिसम्झौता तथा सरकार र माओवादीबीच भएको सम्झौतालाई ध्यानमा राखी तीनदेखि ६ महिनाभित्र माओवादी सेनाको समायोजन तथा हतियार व्यवस्थापन गरिने कार्यक्रममा उल्लेख छ । शान्ति सम्झौतामा व्यवस्था गरिएबमोजिम राष्ट्रिय शान्ति तथा पुनस्र्थापन आयोग, उच्चस्तरीय सत्य निरूपण तथा मेलमिलाप आयोग, राज्यको पुनर्संरचनासम्बन्धी उच्चस्तरीय सुझाव आयोग, बेपत्ता पारिएकाहरूको खोजी गर्ने आयोग र भूमिसुधार आयोगको गठन गरिने उल्लेख छ । यसअघि भएका सहमति र सम्झौताहरू कार्यान्वयन भए/नभएको अनुगमन गर्न राष्ट्रिय शान्ति तथा पुनस्र्थापन आयोगको व्यवस्था गरिने पनि कार्यक्रममा उल्लेख छ । द्वन्द्वकालमा भएको क्षति तथा ध्वंशको पीडाबाट जनतालाई मुक्त बनाउन पीडितहरूलाई तत्कालिक राहत र पुनर्निर्माणका कुराहरूलाई पनि कार्यक्रममा प्राथमिकता दिइएको छ । 'क्रान्तिकारी सुधार तथा आर्थिक-सामाजिक रूपान्तरणका लागि जनमुखी र लोककल्याणकारी सिद्वान्तमा आधारित अर्थ-व्यवस्थाको बाटो अवलम्बन गरिनेछ,' प्रस्तावित कार्यक्रममा भनिएको छ । राष्ट्रिय योजना आयोगलाई विघटन गरी जनभावना तथा देशको आवश्यकताअनुरूप तत्कालीन, अल्पकालीन, मध्यकालीन र दीर्घकालीन विकास कार्यक्रम तथा रणनीति लागू गरिने कार्यक्रममा उल्लेख छ । कृषिमा सामन्ती भूस्वामित्वको अन्त्य गरी समग्र भूउपयोग नीति लागू गर्दै जमिनमा भूमिहीन किसानको पहुँच कायम गरिने बताइएको छ । राष्ट्रिय हितमा औद्योगिकीकरण र विकासका लागि स्वदेशी तथा विदेशी लगानीलाई आकषिर्त गरिने र विदेशी सहयोग र अनुदान प्राथमिकताका क्षेत्रमा प्रवाहित गरिने पनि यसमा उल्लेख छ । कानुन-नियमको अवज्ञा गर्दै नियतबस ऋण नतिर्ने ठूला ऋणीहरूबाट कडाइका साथ ऋण असूल गरिने बताइएको छ । सबै क्षेत्र तथा गाउँ र सहरबीचको सन्तुलित विकासलाई ध्यान दिँदै कणर्ाली क्षेत्रको विकासका लागि विशेष कार्यक्रम र संयन्त्र निर्माण गर्ने तथा विकास र अवसरका दृष्टिले पछाडि परेका मध्य तथा सुदूरपश्चिमाञ्चल क्षेत्रका लागि विशेष कार्यक्रम लागू गरिने पनि कार्यक्रममा उल्लेख छ । कार्यक्रममा अपांगहरूका लागि भत्ताको व्यवस्था गरिने तथा वृद्ध र असहाय विधवाहरूका लागि दिइँदै आएको भत्तामा वृद्धि गरिने उल्लेख छ । हाल कायम ७५ वर्षको प्रावधानमा परिवर्तन गरी ७० वर्ष पुगेका वृद्धहरूलाई वृद्धभत्ताको व्यवस्था गरिनेछ र वृद्धाश्रमको व्यवस्था गर्दै लगिनेछ । त्यस्तै, युवाहरूको समस्या समाधानका लागि व्यवस्थित योजना बनाउन उच्चस्तरीय युवा आयोगको गठन गर्ने विषयमा पनि माओवादीले जोड दिएको छ । प्रस्तावित कार्यक्रममा रोजगारीलाई राज्यको मौलिक हकका रूपमा स्थापना गर्ने सोच अगाडि सारिएको छ । मुस्लिम समुदायको समग्र हित र विकासका लागि राष्ट्रिय मुस्लिम आयोगको गठन गर्ने अवधारणासमेत माओवादीले अगाडि सारेको छ । कार्यक्रममा गैरआवासीय नेपालीका माग पूरा गर्न दोहोरो नागरिकता व्यवस्था गरिनेसमेत उल्लेख गरिएको छ । अन्य देशहरूसँग भएका सन्धि-सम्झौताहरूको पुनरावलोकन गरी आवश्यकताअनुसार फेरबदल वा खारेज गर्न पाइला चालिने कार्यक्रममा उल्लेख छ । पूर्वराजा र निजका परिवारका सदस्यहरूका नाममा स्वदेश र विदेशमा लुकाएर राखिएको सम्पत्तिको खोजी गरी राष्ट्रियकरण गरिने योजनासमेत माओवादीले अगाडि सारेको छ । प्रस्तावित न्यूनतम साझा कार्यक्रममा भनिएको छ, 'विशेषज्ञहरूको राय लिई नेपाललाई संघात्मक प्रणालीमा रूपान्तरण गरिनेछ । यसो गर्दा विभिन्न जाति र क्षेत्रकोे भाषा, संस्कृति, प्राकृतिक स्रोत, जनसंख्याको विविधता वा एकरूपता, आर्थिक विकासको सम्भाव्यता, स्वायत्तता र आदिवासी-जनजातिका लागि संयुक्त राष्ट्र संघको आत्म-निर्णयको मान्यताको सम्मान गरिनेछ ।' राज्यका सबै अंग र तहहरूमा महिला, दलित, आदिवासी-जनजाति, मधेसी पिछडिएका क्षेत्र आदि समुदायको समानुपातिक समावेशीकरण गरिने यसमा उल्लेख छ । कांग्रेसले माओवादीद्वारा यसअघि प्रस्तुत सर्तहरू फिर्ता भए मात्र यस कार्यक्रमले सार्थकता पाउने बताएको छ । 'माओवादीले आफ्ना सर्तहरू फिर्ता लिएमात्रै यो कार्यक्रमले सार्थकता पाउँछ । नत्र सहमतिबिनाको कार्यक्रमको अर्थ छैन,' २५ दलको बैठकमा सहभागी कांग्रेस उपसभापति गोपालमान श्रेष्ठले नयाँ पत्रिकासित भने । प्रस्तुत कार्यक्रममा नराम्रो नभए पनि धेरै सुधार गर्नुपर्ने प्रारम्भिक प्रतिक्रिया उनले दिए । एमाले संसदीय दलका उपनेता विष्णु पौडेलले प्रस्तुत नीति तथा कार्यक्रम सरकार गठनको पहिलो आधार भएको बताए । उनले भने, 'हामी माओवादीले पेस गरेको कार्यक्रमलाई आधार बनाएर साझा नीति तथा कार्यक्रम निर्माणमा सुझाव दिनेछौं ।' राष्ट्रिय सरकार गठनका लागि माओवादीले आफ्नो दम्भ त्यागेर साना दलहरूको भावना समेट्न सक्नुपर्ने पौडेल बताउँछन् । तराई मधेस लोकतान्त्रिक पार्टीका नेता महेन्द्रप्रसाद यादवले प्रस्तुत कार्यक्रम 'ठिकै' रहेको बताए । माओवादीले सबै दलहरूलाई समेटेर राष्ट्रिय सरकारका लागि सहमति जुटाउन सकेमात्रै यसले सार्थकता पाउने उनले बताए । माओवादीले भने अग्रगामी परिवर्तन र शान्ति प्रक्रियालाई निष्कर्षमा पुर्‍याउन आफूले प्रस्तुत गरेको कार्यक्रम उत्तम रहेको जनाएको छ । 'हामीलाई उत्तम लागेर नै दलहरूसमक्ष प्रस्तुत गरेका हौं । सबैसित सुझाव मागेका छौं,' माओवादी नेता कृष्णबहादुर महराले भने । राष्ट्रपतिले दिएको सात दिनको समयावधिभित्रै दलहरूबीच सहमति जुटाएर नयाँ सरकार गठन गरिने विश्वास पनि महराले व्यक्त गरे ।

2 of our Nepalese colleagues arrived in Goettingen

On the first of August, 2008 our two nepalese friends arrived in Goettingen to join the M.Sc. in Tropical and International Forestry (TIF 2008-2010 ). Bharat Thapa from Jumla district and Dev Raj Gautam from Kaski district, have got DAAD scholarship to study TIF in world renowned Goettingen University. Both of the friends have long experiences working in forestry sector in Nepal. Working in the Governmental sector and also in Non Governmental Organisation, they have gained tremendous practical experiences in the forestry sector in Nepal. Bharat Thapa was working in the District Forest Office, Jumla and Dev Raj Gautam was working in CARE Nepal at Gorkha district of Nepal.
They will start their Deutsche language course from Monday (4 August) and the language course will run for 6 week. Their academic course on TIF will start from 15 October, 2008. Both of the friends have been staying in Albrecht Thaer Weg 12 a (Room number 08 for Bharat and 508 for Dev Raj jee).
We would like to extend our best wishes to both of them. We hope that their stay in Goettingen would be milestone in their professional and academic life. Their stay would be expected to be the most pleasant and fruitful.
